Digital image processing is the use of computer algorithms to perform image processing on digital images. As a subcategory or field of digital signal processing, digital image processing has many advantages over analog image processing. It allows a much wider range of algorithms to be applied to the input data and can avoid problems such as the build-up of noise and signal distortion during processing. Since images are defined over two dimensions (perhaps more) digital image processing may be modeled in the form of multidimensional systems.

Hand gesture recognition system can be used for interfacing between computer and human using hand gesture. This work presents a technique for a human computer interface through hand gesture recognition that is able to recognize 36 static gestures from the American Sign Language hand alphabet. The objective of this paper is to develop an algorithm for recognition of hand gestures with reasonable accuracy. Recently, there has been a surge of interest in recognizing human hand gestures. Hand-gesture recognition has various applications like computer games, machinery control (e.g. crane), language for speech and hearing impaired and thorough mouse replacement.

One of the biggest boons of the IT (Information Technology) era is the transmission and disbursement of information at lightning speed. This brings in transparency and responsibility within the process implementing IT. These very benefits have made IT a preferred medium for governance, popularly called e-Governance. Giant leaps have been taken in the field of e-Governance by various nations across the world. Our country India has been one of the front runners in this race. Inspite of the fact that we have been making rapid strides in the field of e-Governance we have never been able to evolve any national standards for implementing e-Governance. This has resulted in independent strides in e-Governance by states and agencies without any conformance to common features. The resultant output has been independent islands of information not having the capacity to communicate with each other. Further the problem gets complicated as the technologies used become archaic in nature making the solutions deployed ineffective within a short period of time.

Most e-Governance projects also lack the futuristic outlook in terms of plan to handle future growth in demand of services thus increasing the load over the system. The result is that we find that good e-Governance solutions start crumbling under their own weight resulting in huge losses to Governments.

As per a study conducted by University of Manchester in the year 2008, about 85% of e-Governance projects fail to achieve their stated objectives. Such a level of failure is abnormally high and is unacceptable since such projects deal with huge amount of public money. It is important to minimize such failures. This can be achieved by defining some important standards and related benchmarks, for e-Governance rollouts to follow.

Prestigious projects such as Passport Seva or e-Health mission of Assam (Information gathered through internal resources) are yet to achieve their stated objectives though they have crossed the prescribed time period of their planned implementation. Similar attempts in Police Computerization through CCIS and CIPA have not delivered any benefits and have resulted in huge drain of public money.

E-Governance aims to make government effective, responsive and it ensures quick delivery of government services to all. It promotes citizen centricity; hence it is important that E-Governance projects are measured on the basis of the service delivery and its social impact. It is observed that most of the projects are not accessed with the quantum of impact on the citizens. This leads to their failure in long run.

The most important issue associated with the E-Governance projects is the lack of interoperability which leads to various problems such as duplicity or ambiguity of information, waste of efforts, time and money. Since the project does not use any interoperable standards, technology soon gets outdated and the projects die even before they could achieve Return on Investment (ROI). Hence each E-Governance projects should follow certain standards, to ensure interoperability. The importance of Interoperability can be made clear by understanding the following observations made by me:

  • Each department has its own sets of services often redundant in nature and having common goals yet they do not collaborate with each other for utilizing the merits of the other.
  • While remittances to the Government are made by citizens to commercial tax department, transport department and similar such taxpaying departments yet there is no mechanism to recognize the taxpaying history of a citizen.
  • While we measure and generate MIS for expenditure done against various schemes at various levels yet there is no statistics to determine the impact of such spending.
  • Though a property is a one single identity yet there are separate & mutually exclusive processes for registering it with stamps & registration department and with municipal bodies.
  • Although a sale deed describes the details of a property including its dimensions and usage still municipal bodies fail to use those details to correctly evaluate property taxes.
  • Although citizens have multiple identity cards issued from different departments still the governments fail to validate the uniqueness of each such identity.
  • Repeated investments in technology do not lead to major qualitative enhancements in Government Service Delivery mechanism.

To resolve these issues I intend to do my research in this area, my method of research will comprise of studying successful e-Governance projects of India and evolving a set of common standards within them which can address the above mentioned issues.
